NYS Tax Reform and Fairness Commission: Final Report - November 2013

On December 11, 2012 Governor Andrew M. Cuomo announced the creation of the New York State Tax Reform and Fairness Commission, mandated with examining and proposing reforms to the state’s complex tax code. The commission’s final report is the result of its year-long analysis; within it the commission makes revenue neutral policy recommendations, based on its extensive documented studies and findings, to simplify the tax code and provide relief and efficiencies to New York taxpayers and businesses. New York State Business Tax Credits: Analysis and Evaluation, an independent study that details the costs and benefits of New York State's $1.7 billion in annual business tax credits, should be read in connection with the commission's final report.
